  1. Heat the vegetable oil in a large pot or Dutch oven over medium heat.
  2. Add the ground beef and cook until browned.
  3. Add the onion, garlic, black peppercorns, salt, black cumin, coriander, cumin, turmeric, ginger, and green onion to the pot and cook for 5 minutes, or until the vegetables are tender.
  4. Add the tomato paste, water, and oil to the pot and bring to a boil.
  5. Reduce heat to low, cover, and simmer for 20 minutes, or until the beef is tender and the sauce has thickened.
  6. Serve over rice or noodles.
